As inspired by a beaver of celestial qualities (as well as my previous epic post), here I present you with the best magic casting set:
For fire, 20 HSR 20 HCT wand with 20 HSR 20 HCT offhand.
For air, 20 HSR 20 HCT wand with 20 HSR 20 HCT offhand.
For water, 20 HSR 20 HCT wand with 20 HSR 20 HCT offhand.
For earth, 20 HSR 20 HCT wand with 20 HSR 20 HCT offhand.
Hey! I see a pattern!
They are the best simply because, given enough energy management, you get the most out of your skills because you are able to use them more often (and more quickly). A 40/20/20ench staff swap would be ideal for casting most enchantments. The lack of +health simply doesn't matter because when under attack, you can always switch to a sword+shield set for additional armor and +60 health. There's no point in wasting the utility of a staff or weapon+offhand by having +30 or +energy mods.
Note: If you have suggestions for a better set, please state so. Don't just go "Other mods may be better" because it's really hard to prove you wrong if you don't list a specific set

For PvE, 40/40s are even greater than other sets - they let you spam to your heart's contenet and stuff like a high energy/health/defensive set really isn't needed.
40/40s = ftw.

For dual-attunement, I always use a staff with +20% enchanting.
Although, yes, I switch into a 40/40 set once I'm done casting my attunements.

in pve, when the situation is more... lax, people often like 20% enchants...5^50 energy, stuff like that. makes em feel they have more room for error, and for spamming. *shrug* I never understood the necessity for health mods on staves or offhands though >.>

I disagree.
I would prefer a 10%HSR 20% enchanting spear on the primary hand.
HCT is useless and losing 10%HSR for 20% enchanting is an easy trade off

Most builds aren't casting enchants that'd want the +20% on them enough to make a martial weapon worth it on the main set... or as the only set.
I prefer sitting on my 20/20s and pressing F2 if I've got an enchant I want to stick (Aegis... umm... yeah)

a couple places where i think you go wrong... since you asked for specifics
for a fire ele in pve the strongest build is AP, and HSR is useless there as AP recharges everything. HCT not great for that build either since you're glyph of sac'ing the only skill with cast time more than 1second.
also, i don't know about you, but the vast majority of builds i run have almost 1/2 the skills that aren't the element I'm spec'd into. Aka my SH build often has arcane echo and 3 pve skills like pain inv, mindbender, technobabble, etc. Those skills all GREATLY benefit from the 20 HSRall mod that you can only get on a staff. 40/40 is great for the 3-4 (insert fire/air/water/earth here) skills on my bar, and useless for the rest.
for the average ele that isn't going to be swapping weapon sets on every cast and for every situation. All you get on a 40/40 set over a 20/20/20/20 staff is an extra 16% chance to HSR and 2 energy. You lose a 20% chance to HSR the multiple skills on your bar that are a different attribute and you lose the utility of the staff wrap mod. Seems like a crappy trade to me... if you're really that worried about a little HSR on your main element, then take ebon vanguard standard of wisdom and get HSR out the butt.

it ruins any timed spike (not important in PvE) and provides a bonus that is only marginally effective. certainly not as effective as something like 20% +1 attribute.

I use 40% HCT, 20% HSR, and +30hp Staves for PvE.
Reason? The universal HSR 20% works for all spells, including PvE-only ones and such. 40% HCT helps get more Mind Blasts out. +30hp is to offset the usage of major runes.
40/40 would be more useful on stuff like Searing Flames or Dual Attunement Air and stuff like that, but that stuff isn't that great in PvE.

I use "the kindlerock" as my off hand. HSR/HCT (One of those I forgot) by 20% and 20% +1 fire magic. Is this pretty good? :P
And how much will a 40/40 set cost me?
